The Former President's Woke Alarm Overlooks The Continent's Real Threat: Technological Decline.

Donald Trump's security policy document offers a misguided assessment of the European Union. It claims that unrestrained immigration and what it terms "woke" agendas represent an existential risk to European civilization. Yet, this perspective rests on a fundamental misreading of the reality. The actual challenge facing the EU is not societal but economic and technological backwardness.

The Stark Growth Divide Between Europe and the US

The data reveal a sobering contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry thirteen and a half percent increase for the European Union. Over this time, European income per person fell from 76.5% to just half of the US level. Remarkably, even Mississippi now boasts a greater average income than several leading European economies like Italy and France.

Currently, about half of the world’s 50 largest tech companies are American, while a mere four are from Europe.

The Innovation Deficit: The Core Question

This widening economic gap stems from stronger efficiency gains in the US, fueled by breakthroughs and better use of resources. The landscape of world technology dominance is decidedly US-centric. Over the past fifty years, 241 US firms have grown into enterprises valued at over $10bn, compared with only fourteen in the European continent.

This gap raises a pressing question: As the competition for future industries like semiconductors, AI, and quantum computing, where does the EU positioned? Most analysts agree it is essentially a contest between two between the US and China, with Europe starting at a clear disadvantage.

Root Causes of Europe's Innovation Gap

Several major reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for funding startups. The EU still lacks a true capital markets union, a factor that limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Complex and divided regulation hamper Europe. A American entrepreneur can launch a service under one regulatory framework to access a market of over 330 million. The EU, despite a larger population size, is split among 27 separate systems, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, business failure was once viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has eroded its capacity for breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these hurdles, there are reasons for optimism. Policymakers are increasingly aware of the existential challenge and have started to advance serious reform. Key analyses on European competitiveness and the single market point to the need for major changes.

Given appropriate policies and regulatory reforms, these assets might enable far greater levels of commercial innovation.

Europe retains significant advantages: skilled workforce, excellent schools and universities, and world-class labs. Alongside a large internal market and substantial household savings, these elements could unleash a surge of venture creation.

Crucially, even if the EU does not become the leader in developing cutting-edge technologies, it can still significantly boost productivity by implementing and tailoring advancements from other regions.

An Inflection Point

The European Union now faces a decisive crossroads. To paraphrase a famous line, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been steady. However, without decisive action to address its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible loss of global economic relevance.
